Trouble in the pipeline, revisited

We've given a lot of coverage to the anti-coax backlash brewing in the Netherlands, and a mega-value reader points to this update: the head of national comms regulator OPTA is talking open access and price controls for large MSOs, though he stops short of defining what "large" means. As the largest (38% market share), UPC certainly should qualify. This market may end up giving us the first case of a telco unbundling cable lines.
